McShane Construction Company and their joint venture partner, Ashlaur Construction, are pleased to announce the completion of Westhaven Park Station, a 96-unit mixed-income apartment residence located on Chicago’s Near West Side. McShane-Ashlaur built the new 12-story residence on behalf of repeat clients Brinshore Development and The Michaels Organization.

The residence marks the final phase of redevelopment of the former Henry Horner Homes complex and satisfies the requirement to replace all affordable units that were lost when the homes were demolished. McShane built a 113-unit condominium building as part of the first phase of the Westhaven Park development in 2006.

“The completion of Westhaven Park Station represents a significant milestone in the transformation of the Henry Horner Homes site,” commented David Rintz, Regional Vice President – Multi-Family at McShane. “We’re proud to have partnered with Brinshore Development and The Michaels Organization once again to deliver high-quality affordable housing that supports the future of the Near West Side.”

The precast concrete building offers a total of 121,800 square feet with three retail spaces on the ground floor and residential units on floors two through 12.

Units are offered in one- and two-bedroom layouts and feature open concept floorplans, designer cabinets with solid surface countertops, Energy Star appliances, luxury vinyl plank flooring, and in-unit washers and dryers. Sixty-six percent of units are affordable, and thirty-four percent are available at market rate.

Community amenities include a fitness room, rooftop deck, secure on-site parking, package room, and conference room with enclosed offices. Positioned just steps away from the new CTA Green Line station and Damen Avenue bus station, Westhaven Park Station offers convenient access to public transportation.

McShane Construction Company’s Wisconsin regional team was selected by Volker Development to build Kelly Station, a 76-unit affordable housing residence in Madison, Wisconsin.

“We’re proud to partner with Volker on Kelly Station,” commented Alison Gorham, Vice President & Director of Wisconsin Operations at McShane. “This development not only brings much-needed affordable housing to Madison, but also incorporates thoughtful design, modern amenities, and green building practices that will benefit residents and the surrounding community for years to come.”

Volker is a development and property management company focused on providing affordable and workforce housing options nationwide. Based in Fond Du Lac, Wisconsin, this project will be Volker’s first new construction project in Dane County, and their 27th in the state of Wisconsin.

“This project is a perfect demonstration of what might be possible via public-private partnership,” stated Travis Fauchald, Managing Director of Development at Volker. “The strategic partnership between the City of Madison, Dane County, Dane Workforce Housing Fund II, and WHEDA have allowed this housing to come to fruition. We are excited to be working with McShane to help address the need for accessible and low-cost housing options in the City of Madison.”

Positioned on a .90-acre site at 2462 E. Washington Avenue, the development will feature a five-story podium-style building with four stories of wood framing atop an above-grade precast parking garage. The building’s exterior will integrate masonry on the first floor with a mix of Hardie plank and lap siding on floors two through five.

Each residential unit will be thoughtfully appointed with contemporary finishes. Kitchens will showcase natural wood cabinets complemented by stainless-steel appliances. Bathrooms will feature one-piece showers or tub/shower combinations, along with vanities topped with cultured marble. Luxury vinyl tile flooring will provide a sophisticated look throughout the living areas, while the bedrooms will incorporate comfortable carpeting. Select units will offer private balconies.

Residents will enjoy an array of amenities including an extensive second-floor roof amenity plaza, a fifth-floor club room and rooftop deck, a fully equipped fitness center, a community room, and a local community service organization suite. Additionally, the property will feature an on-site Madison BCycle station, promoting sustainable transportation options.

The property was designed to achieve Wisconsin Green Built Homes certification. Key green features include a rooftop solar array that will help offset electricity usage in the building’s common area, as well as an innovative “blue roof” system—an advanced stormwater management solution that helps reduce runoff.

The project is a participant of WHEDA’s Emerging Business Program, which encourages the involvement, utilization, and development of economically disadvantaged businesses in the State of Wisconsin.

Completion of Kelly Station is scheduled for October 2026. Knothe & Bruce Architects is the architect of record.

Designed by PRDG, the development integrates 12 wood frame residential buildings on a 14.6-acre site with vehicular gated access. The buildings feature two to four stories each with exteriors of stucco, brick veneer, and fiber cement siding. Designed by Dynamik Design, Ellison Mallard Creek incorporates five apartment buildings and 10 townhome-style buildings on a 24.6-acre site. The wood frame buildings feature attractive brick and fiber cement siding exteriors.

Offered in one- to three-bedroom floor plans, units boast high-end finishes including luxury vinyl tile flooring, quartz countertops, and stainless steel appliances. Select units offer private balconies or patios, flex den/office space, and mudroom storage areas. The townhome units offer attached garages that are pre-wired for electric vehicle charging. Additionally, 10 units contain a downstairs workspace in which residents can have an office or small storefront.

The property offers generous community amenities including a resident lounge with gaming and entertainment areas, a state-of-the-art fitness and wellness center, a co-working lounge with private workspaces and conference rooms, a hobby and art studio, and a market. It is crucial to manage change in construction to ensure it does not negatively impact a project’s budget or schedule. Pre-construction services play a vital role in this by identifying opportunities to improve efficiency, optimize costs, and streamline construction before any physical work begins.

Pre-construction is more than just planning. By performing value engineering, we find better ways to build and select the most efficient systems to avoid unnecessary costs or delays once construction begins. During the review of early architectural conceptual plans, our experienced pre-construction teams assess potential design alternatives and make recommendations that align with project goals.

An example of this is a multi-story manufacturing facility that was initially designed as an all-precast structure. Through pre-construction analysis, it became evident that switching to a structural steel system would not only be more cost effective but would also speed up the installation process. By making this adjustment early, our client saved tens of millions of dollars and significantly reduced the project timeline. This proactive approach added immense value at little to no additional cost during pre-construction.

For build-to-suit clients, pre-construction services are particularly beneficial because they allow for a customized approach that aligns with the specific operational needs of the business. Whether it’s new construction, a build-out within an existing building, or an expansion of an existing space, understanding these needs from the outset ensures the building is tailored to support business objectives, thereby reducing costly revisions later in the construction process.

Ultimately, pre-construction mitigates change by ensuring value-driven alternatives are identified and informed decisions are made early in the development process. The result is schedule and cost savings, enhanced project efficiency, and buildings optimized to meet businesses’ long-term needs.
